A number of Monday’s papers lead with the Tory leadership rivals clashing again over their economic plans. The Times quote a YouGov poll that suggests two third of voters believe the government would be wrong to prioritise tax cuts over tackling the cost of living.The i newspaper also reports on cost of living plans, saying that Liz Truss and Rishi Sunak’s support pledges will decide who wins the leadership race. Meanwhile, the paper says that a drought could be officially declared within days as a 10-day heatwave begins with temperatures reaching 35C (95F) in some areas.Liz Truss is considering making urgent payments direct to households battling the cost of living crisis, the Daily Express reports. The paper says Ms Truss’s former leadership rival Penny Mordaunt confirmed the foreign secretary was “looking at other measures”. The Express also reports that a national hosepipe ban looms as temperatures start to rise again.The Financial Times reports that Liz Truss is “under pressure” to promise more help for poor households facing a crushing cost of living crisis this autumn, after expressing her preference for tax cuts over “handouts”.The Daily Telegraph leads with a warning from the new Health Secretary that the NHS is facing a winter emergency and it will be “too late” to avert a crisis if action is delayed until a new prime minister is in post. Steve Barclay tells the paper that his department is in a “real sprint to get ready for September” and that decisions, including on hiring more staff from overseas, could not wait until a new PM is in post.The Daily Mirror reports that former Prime Minister Gordon Brown is demanding action and the immediate recall of Parliament over the cost of living. Mr Brown said the Cobra emergency committee “must meet daily to tackle the mess”, the paper reports.The Guardian says a leaked Ministry of Justice document shown to the paper suggests that Justice Secretary Dominic Raab is planning to curb judges’ powers in a move likely to make it harder to bring successful legal challenges against the government in England and Wales. The paper quotes Charlie Whelton, policy and campaigns officer at Liberty, who says the document suggests that the government plans to “make it even harder for people to challenge them and make themselves even less accountable to the public”.The Daily Mail reports calls from a cabinet minister for Tory MPs involved in an investigation into Boris Johnson over Partygate to “quit the inquiry team”. The paper says that allies of the prime minister attacked the “kangaroo court” probe by the Commons privileges committee into whether he misled Parliament.The Metro leads with a warning from charities that hundreds of children – some as young as 10 – have been “traumatised” by police strip searches. The paper says the Met Police did 650 intimate examinations – often without an appropriate adult present – quoting figures from 2019 to 2020 unearthed by children’s commissioner Dame Rachel de Souza.The Sun leads with a warning from fire chiefs who want garden barbecues “stamped out” amid “fears of another 40C (104F) super-scorcher” this week.And the Daily Star says that a water company has “kicked up a stink” by suggesting people stop showering and use a flannel instead, amid drought warnings. “That’s drought of odour,” the paper says.
He says he has ordered civil servants to prepare proposals to “significantly increase” overseas recruitment of staff.
Mr Barclay believes recruitment could be expanded by hiring from countries which train more nurses than they need, including India, Sri Lanka, and the Philippines. He says social care could also benefit from bringing in foreign workers.
The Chief Inspector of Constabulary, Andy Cooke, says officers are spending up to a third of their time on non-police work, which is hampering efforts to tackle crime.
He said officers in armed response vehicles were being sent to people suffering cardiac arrests, because they are trained in first aid.

The paper describes the poll, of nearly 2,000 people, as a warning to the frontrunner in the Conservative leadership contest, Liz Truss, who has promised to reduce taxes.
According to the Times, her rival, Rishi Sunak, is preparing to announce measures he would implement to help people with energy bills during the winter.
He argues the country cannot wait four more weeks for the Tories to choose a new prime minister, and that measures must be taken now. He is calling for billions of pounds to be spent on keeping energy bills down.
