Daily Telegraph
The Daily Telegraph previews an address from Boris Johnson in Ukraine’s parliament on Tuesday in which he will tell the country’s MPs that this is their “finest hour”. In a video speech the PM is set to reveal a package of £300m of military aid. The front page also carries a picture of snooker world champion Ronnie O’Sullivan.

The Times
The Times also features Mr Johnson’s speech on its front page but its lead story is on rising inflation blowing a £7,000 hole in final-salary pensions. The paper says that because of a failure to proof the benefits of such private sector schemes against inflation pensioners are set to suffer a £400 hit this year, which could rise to £4,000 over their lifetimes.
The Guardian
The Guardian says Home Secretary Priti Patel is facing mass legal action from Ukrainians stuck in a visa backlog. It says a class action lawsuit is being prepared on behalf of Ukrainians who applied to travel to the UK weeks ago but whose cases have been stuck in a “chaotic” visa backlog.
The Sun
The Sun leads on a security probe after an imposter was allowed into an Army barracks and then stayed the night after pretending to be a priest. Coldstream Guards near Windsor Castle were conned by the fake priest, the paper says.
Metro
The Metro leads on “The fail of the sentry” as it says a an intruder posing as a priest was able to infiltrate the barracks beside Windsor Castle after pretending to be a friend of the Coldstream Guards’ padre at the base. The Ministry of Defence has opened a probe into how the intruder was able to spend almost 16 hours with the troops, the paper says.

The i leads on Tory infighting ahead of the local elections. It says ministers have been caught up in a row over leadership with potential contender Jeremy Hunt under fire. The paper says hundreds of seats are at risk in the biggest electoral test since the Partygate scandal, with campaigners warning Mr Hunt’s “manoeuvres” are a distraction.
Daily Express
But the Daily Express says that Boris Johnson’s right-to-buy plan is a vote winner. The paper says he is determined to “level up” with a right-to-buy scheme similar to Margaret Thatcher’s flagship policy.
Daily Mail
The Daily Mail asks “Where have our GPs gone?” as it says they are being forced to care for 2,200 patients each because of NHS staff shortages. An extra 3.1 million patients have been registered since June 2017 but the number of family doctors has fallen by 1,343.
Financial Times
The Financial Times also leads on a story about the prime minister but it is reporting that Boris Johnson has joined “a final push” to persuade chip designer Arm to list on the London stock exchange. The paper says the British tech company’s Japanese owner Softbank has a strong preference for listing in New York.
Daily Mirror
The Daily Mirror says that the prime suspect in the disappearance of Madeleine McCann 15 years ago has been denied parole. Christian Brueckner was described by a court as a “danger to society”, it reports.
Daily Star
“We’re Med for it” is the headline on the Daily Star which says that Britain is set to be hotter than Crete, Ibiza and Saint-Tropez with he temperature poised to rise to 23C from Tuesday.

The Guardian leads with a report that Home Secretary Priti Patel is facing what it calls a “mass legal action”, on behalf of hundreds of Ukrainians, who are encountering delays in getting to the UK. 

Charities have told the paper that a “chaotic” visa backlog is adding to the trauma of people fleeing the war. 

The paper reports that only 15% of the 74,000 Ukrainians, who applied under the sponsorship scheme, have made it to Britain. 

A government spokesperson has defended its response saying it launched one of the fastest and biggest visa schemes in UK history, and that visas are now being processed “as quickly as they come in”.

Ukraine is ready for its “finest hour”, is the headline on the front of the Daily Telegraph. 

It is previewing a video speech Boris Johnson will make to Ukrainian MPs on Tuesday in which he’ll announce more military aid and praise their country’s resistance against the Russian invasion. 

His words will echo Winston Churchill’s 1940 address to Parliament, when he urged Britain to keep fighting Adolf Hitler. 

Alongside the main story, the Telegraph carries a warning that the Conservatives are braced for their worst local election results since the 1990s, when Tony Blair was leading the Labour party. 

Based on survey predictions, it suggests the Tories could lose control of six councils – including their flagships, Wandsworth and Westminster – while Labour could gain 16 councils. 

But the veteran pollster, Sir John Curtice, says the damage could be reduced by the limited number of seats being contested in Tory heartlands outside London. 

“Where have our GPs gone?” is the question posed on the front of the Daily Mail. 

It says figures show there is just one family doctor for every 2,200 patients, because of NHS staff shortages. 

The government says it has made £520m available to expand general practice capacity during the pandemic. 

It says recent incidents include a patient on a ventilator being trapped in a broken lift for 35 minutes.

A Department of Health spokesman tells the paper the government is “delivering the biggest hospital building programme in a generation”.

The paper calls it “an astonishing security blunder”. The Metro – which also leads on the story – describes it as “The Fail of the Sentry”. 

In sport several papers celebrate Ronnie O’Sullivan’s record-equalling world snooker title. The “King” of the Crucible is in “Seventh heaven,” declares the Daily Express.
